VIPR Teams Deploy to General Aviation Airports

Visible Intermodal Prevention Response (VIPR) teams may be paying a visit to your local general avaition airport in the near future. Authorized for deployment under H.R. 1, signed into law last summer, these teams can be composed of Federal Air Marshals (FAMs), TSA security officers, TSA inspectors, TSA-certified explosives detection canine teams and your local law enforcement officers. The purpose behind these deployments is to serve as a visible deterrent to terrorists and enhance the security at the airport.

The authority to conduct the program at GA airports stems from the Aviation and Transportation Security Act (Public Law 107-71). The VIPR teams are not a no-notice program. Your local FAMS or Federal Security Director should be providing both airport management and local law enforcement with advance notice of their plans to deploy to an airport. Free Terrorism Liability Protection!

In July 2006 the Department of Homeland Security conferred "designated" status to ASIS for the training and certification processes required of its certified members. These certified members are now granted "presumption of dismissal" in federal court for law suits concerning their certifications resulting from terrorist attacks.
